Final call for views on Greater Lincolnshire reorganisation proposal
Residents have just five days left to share their views on the future of local government in Greater Lincolnshire.
City of Lincoln Council’s engagement survey on its proposal to reshape how councils operate across the region closes at 12 noon on Monday, 3 November 2025.
The council is urging residents, businesses, and community groups to take part and help shape what it calls a “once-in-a-generation opportunity” to improve the way local services are delivered.
Currently, Greater Lincolnshire is governed by a mix of authorities - two existing unitary councils, a county council, five district councils, a borough council and a city council - each responsible for different services.
Following an invitation from central Government earlier this year, the area has been exploring new models of local government. The proposal would see the region move from the current two-tier system to a structure of new unitary authorities, which combine all local services under a single organisation.
City of Lincoln Council’s preferred model suggests starting with four unitary authorities, with the potential to transition to three in the longer term:
- A combined North and North East Lincolnshire authority
- A rural and coastal authority
- A larger Lincoln authority
Under the proposals, the Lincoln authority would expand to include nearby towns and villages whose residents already work, shop, and use services in the city. The council says this would ensure those communities have a stronger voice in decisions that affect them, while still protecting the identity and green spaces of surrounding villages.
Meanwhile, rural, market town and coastal communities would have their own authority designed to reflect the unique needs and priorities of those areas. North and North East Lincolnshire, which already operate as unitary councils, could form the basis of a third authority.
Cllr Naomi Tweddle, Leader of City of Lincoln Council, said: “We strongly believe our proposal can provide the best outcome for the future of Greater Lincolnshire. This is a once-in-a-generation opportunity to improve local government and deliver long-term growth and sustainability for our communities.
“Lincoln is a young city with a growing population, yet it has such historical significance and a unique identity. We want to preserve that while supporting our rural and coastal areas and recognising the opportunities and challenges they face.
“We’re really keen to engage with as many people as possible and hear their views to help inform and shape our final proposals.”
Feedback from the consultation will help refine the council’s final submission to Government, which is due later in November.
