Carholme Ward is a varied area that includes the Brayford, the West End, houses next to the Fossdyke, halfway up the hill, Burton Road and Yarborough Road.
The Carholme Neighbourhood Plan Forum (CNPF) believes it needs a Neighbourhood Plan to shape its future and successfully applied to City of Lincoln Council to be able to start the process of forming a plan as Chair Kevin Kendall explained: “Carholme Ward would hugely benefit from having a formal Neighbourhood Plan. It is a mixed area close to the city centre with residential communities (such as the West End and Burton Road) and commercial activities, especially on the eastern side of the Ward.
“The residential areas are characterised by traditional terraced housing, narrow streets and a neighbourly atmosphere. There is exceptionally high demand for accommodation, parking, and business and recreational space, which changes frequently as the socio-economic landscape evolves.
“In addition, the area faces many challenges, including limited land for new housing, multiple-vehicle households wanting more parking, and just a few green spaces”.
After its application was granted in July CNPF started the evidence-gathering stage of the process. During October, they held three focus groups across the Carholme Ward, when people came together to brainstorm what they liked about living in the ward, what could be improved, and what their vision was for the future. They are now running two online focus groups to make it easier for people who could not attend these meetings also to have a say.
A Neighbourhood Plan is a legal tool that gives the community the power to make sure future development is sustainable and works for them. It can promote and improve the social, economic and environmental well-being of the area. It can take around two years to develop a plan.
